AI Summary

This bill proposes amendments to the South Carolina Code of Laws, with the following provisions: it prohibits anyone under the age of 21 from undergoing gender transition procedures, which include any medical or surgical services related to gender transition, such as the administration of puberty-blocking drugs or cross-sex hormones, and genital or non-genital gender reassignment surgeries. The bill allows limited medical services related to gender transition for those under 21 under certain circumstances. For individuals older than 21, certain prerequisites need to be met prior to them undergoing gender transition procedures. This bill also bars the use of public funds for gender transition procedures. Moreover, the bill states that the teaching of gender identity disorders can be included in comprehensive health education programs in schools, but students with these disorders should be encouraged to seek mental health treatment rather than pursue gender transition procedures. School personnel are required to inform the parents if they learn that a student has a gender identity disorder. The proposed definitions clarify terms like "biological sex", "gender", "gender transition", and "gender transition procedures" among others.
