Regular Schedule:  34 Hours Per Week, plus County benefits. 

A Non-Merit vacancy exists in the Department of Economic Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Reporting to the Director, the Deputy serves in a senior leadership role, focusing on agency effectiveness, operations, and strategic planning.  Enables the agency to achieve its objectives, including fiscal, human resources, regulatory, legal, policy, program delivery, performance compliance and project management.

Essential Job Duties 

  • Coordinates agency functions within the department
  • Leads agency operations, including the budget, grants, agency performance, memos of understanding, procurement, reporting, staffing and management
  • Mobilizes and monitors agency priorities and projects
  • Provides frequent, organized, and actionable updates on agency activities to agency head
  • Ensures agency strategies are executed and reviewed
  • Represents the agency with internal and external organizations, in meetings, or at events
Assists the agency head in:
  • reviewing and aligning agency strategies
  • addressing significant priorities and large projects
  • promoting the work of the agency; and
  • advocating the resources and support for the agency’s mission
May stand in for the agency head at occasions requiring senior-level representation.

Qualifications

Education
Must possess at least bachelor’s degree from an accredited college or university in business administration, human resource management, public administration, public policy, political science, economics, or a related field.

Experience
Must have at least 10 years of experience in managing budgets, staff, programs, grants, and operations.

Knowledge, Skills and Abilities (Entry Level)

Knowledge: Must have knowledge of strategic planning.  Knowledge of business process improvement.  Knowledge of current public sector practices, procedures and systems.   Knowledge of the principles and practices of supervision of professional and administrative staff.  Knowledge of functions of local government.

Skills:  Must be skilled in managing a fast-paced office environment.  Skilled in assessing and improving the ways services are delivered.  Skilled in supervising staff.  Skilled in multi-tasking, time management, and project management.   Intermediate skills in using Microsoft Office, including Excel, Outlook, PowerPoint and Word.  Exceptional interpersonal skills.

EXAMINATION PROCEDURES

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.  

Physical and Environmental Conditions
The work of this classification is primarily sedentary, with occasional walking, lifting, and other restricted physical activities.  Duties may include traveling between job sites.

Drug Screen and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a drug screening and employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.

Health Insurance

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. 

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions.  The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
